does anyone know about westinghouse air compressors on old military trucks?

The air compressor is a 1941 AEC Matador pauses for air after having problems with our air compressor (because the screw in the valve had worked loose and smashed the top of the piston-bit), we replaced it with one second hand that we had the chance to find the seams to work ok, but the air pressure does not rise more than 40 psi / lb, the gauge should increase until the governor "cut" 90 pounds per square inch does anyone please have any knowledge about such things?
